SSP/68/25

Recorded Crime & Disorder Report pdf icon PDF 466 KB

Minutes:

Members were presented with the Recorded Crime & Disorder report, the report focused on the recorded crime in the Stockton on Tees Borough over a 12-month period starting in February 2025 to February 2026.

Officers highlighted the following sections of the report to Members:

              Overall Theft Offences was up 5.9%

              Vehicle Offences showed a reduction of -13.8% and Death or serious injury caused by illegal driving had also seen a reduction.

              Stalking and Harassment had also shown a reduction, but Officers noted that Sexual Offences had increased over the same period.

              Arson had decreased by -3.7%

              Robbery overall had increased by 50.9% during the 12 month period.

              Criminal Damage had decreased by 4.8%

Officers noted that ASB was a big concern across all communities and it was discussed every morning at Police briefings. Members noted the update and stated that they hoped the joint work being done would prove to be a solution for Sex Offences.

Minutes:

Members were presented with a report on the Harm Outside the Home (HOTH) Strategy 2024/27. The strategy is aimed at ensuring a consistent approach to harm outside the home, to improve understanding, prevent harm as early as possible and protect children. This was underpinned by a child centred decision-making trauma informed practice, with the partnership of families and transitional safeguarding into adult servicers when necessary.

The HOTH team attend the daily Police Partners District meeting in which incidents are reviewed, information and intelligence from the pervious 24 hours to identify emerging risks. HOTH also chairs a daily multi-agency triage, considering intelligence from PPDM, missing-from-home episodes, screening tools, CHUB dashboard requests and partner information.

HOTH works closely with CHUB, making referrals where required, contributing to decision?making, sharing intelligence on persons and locations of concern, and attending CHUB Strategy Meetings.

Officers highlighted the Adolescent team which comprised of one team manager and five social workers who work directly with young people, and their families. They work to deliver interventions addressing healthy relationships, online safety, exploitation awareness, and emotional support using trauma-informed practice.

Officers informed members that over 2025 they had 209 referrals into HOTH, workforce pressures were noted, with the team supporting approximately 60 children at significant risk while maintaining regular reviews.

SSP/70/25

Trailblazer

Minutes:

Members were presented with a report on the Trailblazer Project, in September 2025 the Government announced that the Central Stockton and Portrack areas had been chosen as part of a nationwide initiative called Pride in Place.

Over the next ten years a funding pot of £19.6m would be available for those areas, the project is aimed at putting power into the hands of local people so they can decide how to regenerate their local area.

A Neighbourhood Board would require the local areas MP and Ward Councillors to sit on it, with other members being made up of engaged people of the local area e.g. Business owners.

The three overarching aims of the Neighbourhood Board would be:

           Stronger Communities

           Thriving Communities

           Taking back control

Officers were keen to engage with Partners on any work that had been undertaken or was currently being done that could inform the Board approach. They didn’t want to waste any resources duplicating work.

Members were pleased with the project and looked forward to seeing it develop, but some discussion was had that Officers would need to be clear with the public on what the funding can be used for. Partners didn’t want the public to build up their hopes on an idea only to find out it wouldn’t be covered by the fund.

Prevent (CT) Update (Nothing by Exception)

Minutes:

Members were informed that referrals to had remained static since the last meetings update. Stockton Council had recently finished its inspection from the Home Office and Officers were pleased to report that they had passed or exceed in all areas.

A more detailed report would be available at a later date for Partners.

Any Other Business

Minutes:

Officers from Cleveland Fire Brigade gave a brief update to members regarding an increased number of house fires. Officers wanted to link with all partners to target areas of high risk. Officers would circulate a list of the data with partners to coordinate on prevention.

Minutes:

This report was restricted due to the links to Information relating to any action taken or to be taken in connection with the prevention, investigation or prosecution of crime.

IQuanta Report

Minutes:

Members were presented with a restricted report that provided an overview on crime comparisons against other similar CSPs utilising iQuanta.

This report was a restricted document due to the statistical information only made available as an intelligence tool for partnerships until released by the Home Office.

Minutes:

This item was restricted due to the sensitive victim information and multi?agency intelligence contained within Domestic Abuse Related Death Reviews.
