The report will provide an update in relation to the commencement of a new Local Plan, Houses in Multiple Occupation SPD (which is being submitted with a recommendation for adoption) and the Article 4 direction (which has been subject to consultation).
Houses in Multiple Occupation SPD
The SPD has been produced, following the decision of Council in January 2026, to ensure proposals for Houses in Multiple Occupation (HMO) contribute positively to making places better for people, improving standards of accommodation, and reducing detrimental impacts on neighbours. It assists in the interpretation of policies within the Stockton-on-Tees Local Plan and sets out guidance and good practice for planning applicants to enable the delivery of better planning outcomes. The
SPD has been made available for public consultation between Thursday 19th March and Friday 17th April 2026. Responses made will be reviewed and where appropriate amendments will be made to the SPD.
Article 4 Direction
Notifications and consultations on the Article 4 Direction have been progressed. If confirmed would require planning consent for the change of use of a building within Class C3 (dwellinghouses) to a use falling within Class C4 (houses in multiple occupation) through the removal of permitted development rights for this type of development. The consultation ended on 17th April 2026 with the notification period ending on 30th April. The report will confirm the position in relation to the confirmation of the Article 4 Direction.
