Decision:

To approve the introduction of chargeable licences for cherry pickers, mobile elevating work platforms (MEWPs), cranes and hoarding on the highway, to complement the existing charges for scaffolding on the highway.

Reasons for the decision:

Under Section 169 of the Highways Act 1980 a licence is needed for erection of scaffolding / hoarding or operation of a MEWP on the highway. Whilst we currently operate a chargeable licence for scaffolding, this has not been the case for hoarding, cranes or MEWPs. A review of neighbouring Local Authorities indicates that it would be appropriate to introduce a similar chargeable licence for hoarding and MEWPs. As well as complying with the Highways Act 1980 and bringing income into the authority, this will also ensure improved co-ordination of obstructions to the highway in the Borough.
