Purchase of site for a proposed Waste Transfer
Station
The urgency arises due to conditions to
acquire the land the “Site” for a proposed Waste
Transfer Station by the end of September 2024.
A new Waste Transfer Station is necessary to facilitate the
nationally mandated food waste collection service from April 2026.
Any delay in purchasing and enabling works could lead to a failure
to deliver the mandated service and significantly increase future
revenue costs.
The Site has been independently valued and the acquisition price
will not exceed the market valuation.
The acquisition is subject to an expedited sale. There are other
competing bids which the landowner could give precedence to if the
sale cannot be expedited. As a consequence, a failure to act
swiftly could result in a loss of this opportunity to purchase the
Site and/or an increase in the purchase cost.
This is a key decision as it concerns expenditure of £500,000
or more and/or has an effect on two or more Wards.
Given the special urgency, the decision is exempt from the
executive decision call-in procedure.
