Subject to the formal statutory consultation
process approval of a permanent Traffic Regulation Order for the
speed limit reductions as detailed in the report associated with
the highway improvement schemes involving full signalisation of the
Yarm Back Lane/Darlington Back Lane and Darlington Back
Lane/Bishopton Road West junctions.
C138 Yarm Back Lane – reduce in part from 40mph to 30mph, by
virtue of street lighting for 200 metres on the northbound approach
to new signalised Darlington Back Lane junction.
Darlington Back Lane – reduce from 40mph to 30mph by virtue
of street lighting from its junction with Harrowgate Lane for 770
metres west, to a point approximately 84 metres west of its
junction with Redmarsall Road, where the current speed limit change
occurs.
Redmarshall Road – replace the 40mph gateway with 30mph
(approximately 20 metres) southbound approach to the signalised
Darlington Back Lane junction.
The proposed Traffic Order is associated with
highway mitigation works at the junctions of Yarm Back Lane /
Darlington Back Lane / Bishopton Road West which form part of the
Section 106 agreement for planning application 20/0191/EIS Land To
The East Of Yarm Back Lane. The application site forms part of the
West Stockton Sustainable Urban Extension (alongside land at
Harrowgate Lane) identified for residential development within the
Adopted Local Plan. The application was approved at Planning
Committee in February 2021. The reduction in speed limit are to
assist with maintaining the safety of all road users. The works are
included within the same main contractor agreement as Elton
Interchange.
