Subject to the statutory consultation process, approve the implementation of a permanent Traffic Regulation Order for new no waiting at anytime with no loading at anytime restrictions to cover the entire length of both sides of Cleasby Way. The restrictions on the south side between Durham Lane and Sowerby Way would be applicable to carriageway only due to the limits of the intended adopted highway.
Also to introduce an off street Control of Use Order for the new car park implementing pay and display parking charges of £2.50 for 2 hours (no return within 2 hours), £4 daily, £16 weekly (7 days), £61 monthly, or £640 annually and also to enable enforcement of restrictions within the car park and designated bays for specific users only; such as charging electric vehicles, Blue Badge holders or taxis only.

Reasons for the decision:

The site relates to an area of land under Council ownership within the defined limits of Durham Lane Industrial Park. The proposals are associated with the approved planning application 23/1201/FUL ‘Land To The East Of Cleasby Way’ for the creation of a large off street car park within the eastern portion of Durham Lane Industrial Park to serve Eaglescliffe Rail Station that would be accessed by an enhanced pedestrian footbridge over the rail line. The new car park would serve as an additional car park to the existing facility at Eaglescliffe Railway Station.
