Decision:

Subject to the statutory consultation process, approve the implementation of a permanent Traffic Regulation Order for a reduction in the length of an existing limited waiting on street parking bay and to implement new no waiting / no loading at anytime restrictions associated with a widened access being constructed at Billingham South School.
The amendment would reduce the length of the 2 hours limited waiting (Monday to Friday between 8am and 6pm, no return within 1 hour) by approximately 22 metres and the new no waiting / no loading at anytime restrictions would then cover the 22 metre length to the south of the access on the west side of Cowpen Lane.

Reasons for the decision:

The proposed Traffic Order is associated with highway works for a widened vehicular access on Cowpen Lane which forms part of the agreement for planning application 23/0799/LA for a new detached special educational needs building. To the south of the existing access gate, there is an on street parking bay which would be within the visibility splay for egress of the gate. The application was approved in June 2023.

Alternative options considered:

As detailed in the associated report. The proposals are required in order to achieve a safe connection to the approved development.
