Decision:

Subject to the statutory consultation process, approve a permanent Traffic Regulation Order to reduce the speed limit of A1305 Riverside to 30mph by revoking the current 40mph (2013) Order. A Notice of Works for a new controlled (Puffin) crossing is to be processed for construction in Summer/Autumn 2025.

Reasons for the decision:

The proposals are required to ensure the safe operation of the highway as part of the approved Stockton waterfront development plans. The proposed speed limit reduction is associated with the road realignment and narrowing to single carriageway plus the new land bridge over the carriageway. It is considered that the character of the road will change upon completion of the development and 30mph is appropriate for that.
A new controlled crossing will assist pedestrians crossing between Finkle Square and the riverside from the north/centre of the High Street.

Alternative options considered:

As detailed in the associated report.
