To approve, subject to the formal statutory
consultation process, the Wellington Square scheme which includes
removal of the northern crossing point from within the layby, a
Notice of Works for a new Zebra crossing and implementation of a
permanent Traffic Regulation Order amendment to extend the existing
dual use hackney carriage rank (5pm - 3am) / loading bay (3am -
5pm) into the space left by the removed crossing point. To
encourage use of the controlled pedestrian facilities at the A1305
/ Wellington Square traffic signals, a new higher fencing will
replace the current knee rail fencing adjacent to KFC car
park.
The proposals follow road safety concerns
regarding the two existing informal crossing points and a request
from Wellington Square management agent for investigation into
provision of a standard highway crossing point. The outlined scheme
is a result of those investigations. The northern crossing is not
protected from vehicle over run so there is potential for
pedestrian/vehicle conflict and visibility from the east side is
obstructed by delivery vehicles in the layby. The existing northern
crossing point location is encouraging pedestrians to cross between
parked vehicles.
The proposals are required to achieve a safer
crossing point.
