Update the Discretionary Class for Care Leavers included in the Council Tax Discretionary Discount Policy (Section 13A Local Government Finance Act 1992) with effect from 1 April 2025 as shown in attached policy, with definition also included below:
From 1 April 2025, the definition of a care leaver is defined as someone under the age of 25, who was looked after from one of the following North East Authorities under the Children (Leaving Care) Act 2000:

•Durham County Council
•Gateshead Council
•Hartlepool Borough Council
•Middlesbrough Borough Council
•Newcastle City Council
•North Tyneside Council
•Northumberland County Council

Where such a person becomes liable to pay Council Tax, their liability will be reduced to nil from 1 April 2025, until they reach the age of 25. Reciprocal arrangements will be made by each Authority.

Subject to the statutory consultation process, approve a permanent Traffic Regulation Order amendment to reduce the length of the daytime (4am to 6pm) loading bay on the east side by 6 metres to create a gap/aisle and to implement new no waiting with no loading 4am to 6pm in the gap created to keep the area clear.
Also, to update the drawing associated with the current traffic Order for Yarm High Street to reflect the new parking layout associated with the public realm works.

Subject to the statutory consultation process, approve a permanent traffic Order for various restrictions associated with the ongoing works for the Stockton waterfront urban park including; combining no loading/waiting at anytime restrictions into a single Order using updated legislation on the new road alignment, a prohibited right turn in/out of Quayside Road, revocation of limited waiting / Blue Badge holder bays being removed from the west side, a reduction to single carriageway where the centre reserve is physically removed plus a closure of redundant gaps (prohibition of driving) in the original centre reserve.
