Billingham Town Centre

To provide an update on progress on proposals in Billingham town centre under the Levelling Up Fund Round 3 programme.

Billingham Sports Hub

The Council have been progressing proposals for delivery of a Sports Hub in Billingham on the former campus playing fields through the Football Foundations Hubs Programme.

Report seeks Cabinet approval for allocation of funds provided by TVCA. This approval allows the business case assessment to be undertaken by TVCA and provides confirmation to funding partners of the Council’s commitment to support meeting project costs in advance of costs being finalised. Alongside this report seeks approval to enter into funding agreements and construction contracts with details being delegated.

It is anticipated that construction of the facility will begin in Autumn 2025 and be completed in Autumn 2026.

Further to the report presented to Cabinet on the 12/09/25, to provide members with an update on the conclusion of the option appraisal seeking to accelerate the delivery of affordable housing in the Borough.
